The JS correctly set data-cb on the html element and persisted to localStorage, but no CSS rules existed to actually change colors — selecting a colorblind mode had no visible effect.

Adds CSS variable overrides and CSS filters for all 4 modes (deutan, protan, tritan, achro), plus a 30-check test suite.

The JS correctly set data-cb on <html> and persisted to localStorage,
but no CSS rules existed to actually change colors. Added:

- CSS variable overrides (--neon, --accent, --map-*) for each of the
4 modes (deutan, protan, tritan, achro)
- CSS filters on .zonemap and .map-zoom-wrap svg to adjust hardcoded
SVG colors (hue-rotate/sepia for deutan/protan/tritan, grayscale
  for achro)
- Test suite: tools/test_colorblind.py (30 checks)
