Prepares openadapt-flow 2.2.0 (same shape as #509): version in pyproject and openadapt_flow/init.py, uv.lock, CHANGELOG.

• openadapt-types range widened to >=0.18.0,<0.23.0 so types 0.22.0 (feat(authoring): allow agent_drive observations on Windows, RDP, and Citrix openadapt-types#47: agent_drive on Windows, RDP, Citrix) resolves alongside feat(authoring): let an agent drive recording on native Windows, RDP, and Citrix #527.

Parked: openadapt-flow is frozen for the monorepo cutover (release.yml disabled). Auto-merge disabled; this release waits for the monorepo import (OpenAdaptAI/OpenAdapt #1178/#1179) and its release-package.yml publisher.

Closing: openadapt-flow now releases from the OpenAdapt monorepo (packages/flow); 2.2.0 ships from there.
