Handle transient errors in PR test summaries - #2278
Keep the informational PR test-summary job from showing a failed check when transient GitHub API or network errors exhaust their retry budget. Authentication and certificate failures, malformed data, and local script errors still fail the job. The existing comment lookup before each write retry is preserved.
Eight standard-library unit tests pass with mocked API traffic, including GET/POST failures, successful posting, rate limits, and non-transient errors; the same tests fail against the base implementation.
The applicable pre-commit checks pass. The unit tests are also run by the summary workflow.
The PR test-summary script now retries only recognized transient network errors and reports exhausted retries as warnings. New unit tests cover error handling and comment posting. The PR workflow runs these tests before invoking the script.
Changes: PR test summary network handling
Layer / File(s)
Summary
Classify and handle network failures ci/utils/pr_test_summary.py, ci/tests/test_pr_test_summary.py
The script classifies retryable network errors, excludes certificate-verification failures, and warns when retry attempts or the maximum wait are exceeded. Tests cover retry limits, non-transient errors, and log-fetch failures.
Comment posting and workflow validation ci/utils/pr_test_summary.py, ci/tests/test_pr_test_summary.py, .github/workflows/pr.yaml
The script prints the comment status only after the API operation succeeds, and handles exhausted network failures as warnings while leaving other errors uncaught. The workflow runs the new tests before the script.
NVIDIA/cuopt#2204: Adds retries for transient GitHub API errors in pr_test_summary.py, which this PR extends with warning behavior when retries are exhausted.

Out of Scope Changes check
[#2256] The script changes implement best-effort handling of transient API failures. The unit tests and workflow changes support that behavior. No unrelated changes are evident.
Full details: Linked Issues check
Explanation
[#2256] The script warns and exits successfully after persistent transient failures in job and comment API requests. Tests cover retries, rate limits, successful posting, and several non-transient errors. However, _analyze_job_log catches every HTTPError and URLError before applying the new classification. A log request with HTTP 401 or a certificate-verification error wrapped in URLError therefore only warns and continues. This contradicts the stated intent that authentication and certificate failures fail the job.
Resolution
Apply non-transient error classification to job-log requests. Add tests that verify authentication and certificate-verification failures propagate from that path.

Docstring coverage is 9.09% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 11 functions across 2 files. Let log-fetch authentication and certificate failures fail the job.
If a failed job’s log request returns an authentication error or raises URLError for certificate verification, this handler prints a warning and continues. The new handler at Lines 245-248 never sees that error. The summary job can therefore succeed despite the PR requirement that these failures remain fatal. Re-raise those errors here, and test them through build_opener().open. Python documents that HTTPError is a URLError and that URLError.reason can contain another exception. (docs.python.org)

Update the log-fetch exception handler to re-raise authentication HTTP errors
and URLErrors whose reason is a certificate-verification failure, while
