Closes #69. Milestone: v0.14.0. One issue per PR; stack order #70 → #65 → #69 → #71.

Summary

Adoption guidance previously prohibited replacing a specialized verifier even when its guarantees were preserved. It now permits replacement only with a reviewed mapping of every old guarantee to a gate check, configuration entry or unchanged release job; an unmapped guarantee blocks replacement.

Review and release status

Authored, executed, independently reviewed and merged into main as 8df2ca06f177792fae32fde3abffca324f0b3c3f. Exact-head lint, tests and DCO passed before merge. Review record reports no findings; it identifies the same-vendor reviewer and actual model. The merged tree exactly matches the reviewed candidate. Published in v0.14.0; release verification record. Consumer rollout remains a separate gate.

The exact diff changes only docs/adopting.md. It satisfies the issue by permitting verifier replacement only through reviewed adoption work that maps every previous guarantee to a gate check, configuration entry or unchanged release job. Unmapped guarantees explicitly block replacement, and passing kit tests alone does not establish adopter equivalence.

The text retains refusal behavior, publication gates, independent and security review, exact-head CI, and merge/release approvals. It grants no consumer rollout authorization. The referenced adoption record supports the example’s stated guarantee mapping.
