Pin the matching Hygon driver and Clover operator revisions required by the companion InfiniLM model integration. InfiniCCL remains at its existing revision.

Motivation

The new Ops HIP JIT launcher consumes the RT Hygon driver module API. Both revisions must move together to provide the native Clover convolution, GDN, routing and MoE providers. This draft tracks the dependency stack; merge after the component reviews.

Validation

• git diff --check, gitlink mode inspection, recursive sync/update and recursive status passed with a clean manifest.
• InfiniRT CPU/Hygon build and 13 tests passed, including installed consumer checks.
• InfiniOps full Hygon build; 62 tooling/Clover tests passed. CPU/Hygon smoke selection: 121 passed, 43 skipped for inactive providers, 9485 deselected.
• Native InfiniLM TP2 full checkpoint generation and the OpenAI chat campaign ran successfully on Hygon BW, DTK 26.04.
• Other accelerator hardware is unavailable on this host; corresponding platform CI was not run.

The component commits are available through their public fork branches and upstream PR heads. This PR contains only the two gitlink changes.
