Set the package version to the authorized stable release 0.4.0. Application code is unchanged from validated master. PyPI confirms 0.4.0 is available. TestPyPI already contains that version, so it will not be overwritten. The GitHub Actions publishing run builds and smoke-tests all five Python wheels and the source archive and validates metadata before the PyPI upload. The installation guide stays pinned to the currently available release until PyPI confirms 0.4.0.
