Runs Claude Code Bash, WebFetch and WebSearch calls through uphold hook claude-code, and refuses the running user's own email address in their arguments without repeating it.

The first commit added this as uphold hook --privacy. That was a second judgment path beside hook::run, with one email-shaped pattern compiled into the binary. It refused git@github.com, react@18 and image@sha256:..., and policy could not tune it. The second commit replaces it with the existing mechanism:

  • [[hook]] publishes = false: a new table mode. A compiled-in table marks ^(Bash|WebFetch|WebSearch)$ this way, so only the literal rules and the pattern rules written for seams = ["hook"] judge these calls. The guards and prose rules are about a forge publication and are recorded as out of scope. A private repository name in a cd, or an authorship marker in a drafted commit message, is not refused here. The compiled-in tables are now read where no policy exists too, and the partial-coverage notice is not printed for a call that publishes nothing.
  • running-user-email: a new literal source. It reads every user.email git resolves, plus GIT_AUTHOR_EMAIL, GIT_COMMITTER_EMAIL and EMAIL. Its needles are withheld, so the refusal and the JUnit record show [REDACTED_MATCH], never the address or the line it was on.
  • no-running-user-email: a fallback rule that reads that source at the hook seam only, with or without a policy. It does not run at commit-msg or the shim, where a Signed-off-by trailer or a maintainer field is the author's choice. A repository can replace it with its own rule, which takes ignore_literals but is then also a tree-scan rule over its files.*. Or it can refuse every address, whoever's, with a hook-seam regexp rule. REFERENCE has both examples.
  • Percent-decoding: each string a call carries is also judged through up to four decoded layers, so %40 and %2540 are found. This happens in hook.rs, not in walk_strings, because the shim's gh api --input document is stored as written.

The fallback does not refuse other people's addresses. That is deliberate (see the uphold-review thread), and a policy can add it.

Limits are unchanged and documented in REFERENCE, "Shell and web tools". The hook sees only the arguments the harness hands over: not headers a client adds later, shell concatenation, script or upload contents, environment variables, or tools that never call a local hook. A pass says nothing about the request that is finally sent. The Codex plugin's matcher stays mcp__.*.

Validation: the full cargo test suite and cargo clippy --all-targets pass. The pre-commit, commit-msg and pre-push hooks pass, including catalog-tests and content-policy. A live run on a workstation refused a Bash call that held the configured address, and the denial text contained the address 0 times. git clone git@github.com:…, npm i react@18 and a cd into a private sibling checkout passed silently, at about 40 ms per call. The principles schema golden was regenerated for the new field.

Walkthrough

The hook now checks Bash, WebFetch, and WebSearch calls. It treats configured calls as non-publishing, checks arguments against applicable rules, and adds a fallback check for the running user’s email. Percent-decoded text is also checked.

Changes: Tool Argument Inspection

Layer / File(s) Summary
Non-publishing tool configuration
docs/schema/principles.schema.json, src/hook/table.rs, policy/hook.default.toml, plugins/claude-code/hooks/hooks.json, docs/REFERENCE.md, tests/claude_plugin.rs
Hook tables now have a publishes setting that defaults to true. The shell and web tools are configured with publishes = false, and the Claude Code plugin routes those tools through a blocking PreToolUse hook. The schema, reference, and plugin test cover the setting and matcher.
Running-user email source and fallback
src/sources.rs, src/text.rs, src/config.rs, src/config/rule.rs, docs/REFERENCE.md
The running-user-email source reads Git email settings and selected environment variables. Its values are withheld in findings. Hook literal-rule assembly adds a fallback for this source unless a rule already uses it. When no policy is found, the default policy includes compiled hook tables.
Tool argument judgment and validation
Cargo.toml, src/hook.rs, src/guard/mod.rs, tests/hook_cli.rs, README.md, docs/REFERENCE.md
The hook checks up to four successive percent-decoded variants of collected prose. Non-publishing calls select pattern rules and do not emit the no-policy diagnostic. Tests cover email refusals, redaction, policy overrides, and pass-through cases. Documentation describes the inspected arguments and tool coverage.

Resolve ordinary tool blocking when Git is unavailable before merging. Malformed email settings can also deny unrelated commands; large encoded arguments increase resource use, and evidence-write failures can hide denial reasons. Ordinary package pins are no longer categorically rejected.

uphold-review

This push makes the running-user-email source work on a machine with no git and narrows what it searches for. When git config --get-all user.email cannot run, the source now prints a notice on stderr. It still reads GIT_AUTHOR_EMAIL, GIT_COMMITTER_EMAIL and EMAIL, so a shell call on a container without git is no longer refused for exit 2. A new is_address filter keeps only values with one @, a non-empty local part, no whitespace and a dotted domain. Values like @, react@18 and a bare name are no longer needles, so they cannot refuse ordinary text under a report that withholds what matched. A unit test covers the filter. An integration test covers the no-git path by pointing PATH at an empty directory. The test harness also sets GIT_CEILING_DIRECTORIES so a fixture under a checkout cannot inherit that checkout's user.email. The kani CI job moves from ubuntu-slim to ubuntu-latest, which matches the comment already above that job.

This reviewed the push 3f6c03e..a4e9d4f: a new thread lies in a line the push added, and each open thread was judged again at this head.

uphold's claim and questions

Protection mechanisms must be easy enough to apply correctly and routinely that the user's mental model of the protection matches what the mechanism actually does; otherwise compliance decays and the mechanism's real coverage falls to zero.

  • How often will this fire on legitimate work, and what does the person do next?
  • Is the cheapest response to a failure a fix, or turning the check off?
  • Is there a scoped way in for a tree that does not yet comply, such as a baseline or a ratchet?
  • Six months from now, what evidence would show this is still enabled everywhere it was installed?

The ADDRESS pattern accepts any run of digits or letters as the domain, with no dot required. It therefore also matches git clone git@github.com:org/repo.git, npm install react@18, npx tool@latest, cargo install foo@1.2.3 and docker pull img@sha256:.... These are routine Bash commands in agent work, and the hook runs before every one of them. The refusal text says only to 'remove personal information', so the person cannot tell why the call was blocked. The docs name git config, SSH logins and mail commands as refused cases but not package pins or SSH remotes. The REFERENCE also says the check runs independently of UPHOLD_ALLOW, and nothing else offers a scoped way past a false positive. That leaves the cheapest response to be removing the hook, which fails the review questions 'how often will this fire on legitimate work' and 'is the cheapest response a fix, or turning the check off'. Requiring a dot in the domain, or a dotted TLD, would remove most of these false positives, and the docs should list the remaining ones.

🤖 Prompt for AI agents
In src/hook/privacy.rs, line 22, the `ADDRESS` regex matches package specs such as `react@18` and `tool@latest`, and SSH remotes such as `git@github.com:org/repo`. Narrow the domain part so that it needs at least one dot-separated label (for example `[\p{L}\p{N}-]+(?:\.[\p{L}\p{N}-]+)+`), and decide deliberately whether `git@host` SSH remotes are refused. Add tests in the module and in tests/hook_cli.rs showing that `npm install react@18`, `npx tool@latest` and `cargo install foo@1.2.3` pass, and that `owner@example.test` is still refused. Update the 'Privacy before web and shell tools' section of docs/REFERENCE.md to list the remaining false-positive shapes and say what a person should do when blocked. Consider making the refusal report in the `REPORT` constant say which kind of text triggered it, without quoting the address.

Resolved in 04da61b by changing what is refused, not by narrowing the pattern. The email-shaped ADDRESS regex is gone. The fallback no-running-user-email refuses the running user's own addresses (git user.email, GIT_AUTHOR_EMAIL, GIT_COMMITTER_EMAIL, EMAIL). git@github.com:…, react@18, npx tool@latest and image@sha256:… are nobody's address and pass: see email_shaped_text_and_publication_guards_do_not_stop_a_shell_call. The refusal now names the rule and where the address was configured. Exemptions are policy: a replacing rule with ignore_literals, or a hook-seam regexp rule for any address. Both are in REFERENCE, "Shell and web tools", and tested in a_policy_exempts_an_address_or_refuses_every_one. The UPHOLD_ALLOW claim went with the separate path, because these calls now take the ordinary hook's bypass.

Reject privacy commands outside PreToolUse in the plugin test.

An additional privacy handler under Stop passes the current checks but exits 2 and can repeatedly block turn completion. Claude Code normally overrides the block after eight consecutive continuations.

Restrict PRIVACY_COMMAND to PreToolUse and add a negative placement test.

Comment thread src/hook.rs Resolved
Comment thread src/hook/privacy.rs Resolved
`uphold hook --privacy` was a second judgment beside `hook::run`: its own
record, its own refusal and one email-shaped pattern compiled into the
binary, reached by a flag and by nothing in policy. The pattern refused
`git@github.com`, `react@18` and `image@sha256:...` before every shell
command, and no repository could exempt anything short of deleting the
matcher.

The calls now reach the ordinary hook. A compiled-in `[[hook]]` table
marks `Bash`, `WebFetch` and `WebSearch` with `publishes = false`: the
literal rules and the pattern rules written for `seams = ["hook"]` judge
them, and the guards and prose rules, which are about a forge
publication, are recorded as out of scope. The compiled-in tables are
read where no policy is too, and the partial-coverage notice is not
printed for a call that publishes nothing.

What is refused is the running user's own address: a new literal source,
`running-user-email`, reads every `user.email` git resolves and
`GIT_AUTHOR_EMAIL`, `GIT_COMMITTER_EMAIL` and `EMAIL`, and a fallback rule,
`no-running-user-email`, runs it at the hook seam only. Its needles are
withheld, so the refusal and the JUnit record carry `[REDACTED_MATCH]`
instead of the line. A repository shadows the rule with `ignore_literals`,
or refuses every address with a hook-seam `regexp` rule. Not at
`commit-msg` or the shim, where a `Signed-off-by` trailer and a published
maintainer address are the author's decision.

Every string a call carries is also judged through up to four layers of
percent-decoding, in the hook rather than in `walk_strings`, which also
reads the `gh api --input` document a forge stores as written.

Removed with the flag: `src/hook/privacy.rs`, and `hook_with`, the test
helper that passed it, now `hook_as`, which also isolates git's
configuration and the mail variables. The tests of the flag are replaced
by tests of the ordinary path:
`privacy_refuses_addresses_without_disclosing_them_or_loading_a_policy` by
`the_running_users_address_is_refused_and_withheld`,
`privacy_allows_ordinary_calls_silently_and_refuses_an_unread_subject` by

A rule reading `running-user-email` needs `files.*`, as every
`forbidden_literals` rule does, and `uphold scan` then searches those
files for the address. The example scoped it to the whole tree, which
refuses the maintainer fields and `SECURITY.md` contacts that carry the
address on purpose. It now scopes to `docs` and says why, and the
percent-decoding sentence names the fields it skips.

Avoid retaining full copies of every decoded layer.

A large Bash heredoc with four nested percent encodings produces five near-full-size strings. The hook joins them and searches the expanded text for each literal needle. A 64 MiB command can therefore create a 320 MiB joined string, increasing memory use and search latency before the command runs.

Not changing this. A decoded layer is kept only when decoding changed the string, and there are at most four, so an ordinary command adds nothing. A string with four real encoding layers is already adversarial input, and capping the layers by size would open the gap that decoding exists to close: an address hidden in a large argument. A 64 MiB tool argument is also past what the harness hands a hook in practice.

@HackingGate Understood. The retained layers are bounded, and I did not establish that a 64 MiB argument reaches the hook in practice. I accept the tradeoff and won’t pursue this change.

Three review findings on the `running-user-email` source.

Where git cannot run, `try_run`'s error made the source fail, and every
text-bearing shell or web call exited 2: a container without git would
have every call blocked. The variables are still read, and stderr says
that no git-configured address was searched for, as the default-route
source says when `ip` cannot run.

A configured value is a needle only where it is shaped like an address,
by `is_address`: a local part, one `@`, a dotted domain, no space.
`EMAIL=@` was a needle matching `react@18`, refused under a report that
withholds what matched.

The hook tests set `GIT_CEILING_DIRECTORIES` to the fixture's parent, so
a scratch directory under a checkout does not hand that checkout's
`user.email` to the calls.

And the Kani job runs on ubuntu-latest again. #499 moved it to
ubuntu-slim beside a comment that says why it is not there, and on this
branch the Kani compiler was killed by signal 9 while building the crate.
