Batch integration of upstream HMCL PRs HMCL-dev#7023 HMCL-dev#6993 HMCL-dev#6946 HMCL-dev#7019 HMCL-dev#7004 HMCL-dev#6986 HMCL-dev#6858 HMCL-dev#6994 HMCL-dev#6864 HMCL-dev#6519 HMCL-dev#4962. Java CI and Check Codes passed; JAR integrity, feature classes, and preserved OAuth/CurseForge configuration independently verified. Fork release and disabled upstream auto-update policy preserved.

BMCLAPI 节点持续低速且预计剩余下载超过 10 秒时，串行重新调度，最多两次；修复跨节点续传并保留累计进度，避免小文件和接近完成的下载无谓切换。
验证：HMCLCore 测试（318 通过、2 跳过）、Checkstyle、启动器构建及启动验证通过；真实 1.12.2 完整下载、1.21.1 客户端、限速续传和小文件下载验证通过。
