GitHub names the bots dependabot[bot] and github-actions[bot]. The filter in .github/release.yml listed them without the suffix, so their pull requests were not excluded from the generated release notes.

Checked with GitHub's release notes preview against develop: the Dependabot pull request no longer appears under "What's Changed". The "New Contributors" section cannot be filtered; it only lists a bot at its first pull request, so it does not come back after v0.1.0-rc2.

Side effect to be aware of: dependency updates by Dependabot are no longer listed in the release notes.

GitHub names the bots dependabot[bot] and github-actions[bot]. The
filter listed them without the suffix, so the notes of v0.1.0-rc2
still showed the Dependabot pull request and a "New Contributors"
entry for it.
