Unblocks pyro's Python 3.15 upgrade for the python-relogin resolve.

  • Brotli>=1.0,<=1.2.0 → Brotli>=1.0,<=1.2.1: 1.2.1 is the first release with cp315 wheels. Same <=X.Y.Z ceiling style upstream uses.
  • Drop msgpack>=1.0.0,<=1.1.2: nothing imports it since the msgpack contentview moved to mitmproxy_rs; upstream removed it in build(deps): remove unused msgpack dependency mitmproxy/mitmproxy#8319.
  • Version 13.0.0-dev1+flare0 → 13.0.0-dev1+flare1; uv.lock updated with uv lock --upgrade-package brotli (brotli 1.2.0 → 1.2.1, msgpack removed, nothing else moved).

Tests (CPython 3.14.8, brotli 1.2.1, no msgpack): pytest test/mitmproxy/contentviews test/mitmproxy/tools/console/test_flowview.py test/mitmproxy/net test/mitmproxy/test_http.py test/mitmproxy/test_version.py, 398 passed.

Brotli 1.2.1 is the first release with CPython 3.15 wheels. msgpack is no
longer imported since the contentview moved to mitmproxy_rs; drop it as
upstream did in mitmproxy#8319. Release as 13.0.0-dev1+flare1.

apt-get can no longer fetch bullseye packages, which fails these jobs
before checkout. We only consume the wheel, not the standalone binaries.
