Adds .github/workflows/publish-versioned-docs.yml to edgetx_2.11. It's a small caller that triggers on push (and manually), then hands off to the shared publish workflow on edgetx_2.12 with secrets: inherit. The shared workflow imports this branch's GitBook content and deploys it as the 2.11 docs version on https://luadoc.edgetx.org/2.11/.

No docs content changes. GitBook ignores .github/.

Merge order

The shared workflow only gets its workflow_call trigger from #20, so:

1. feat: version banners for dev/legacy, per-branch edit links #18 (version banners) into edgetx_2.12
2. ci: publish edgetx_2.11 (LTS) from the shared workflow #20 (shared workflow 2.11 support) into edgetx_2.12
3. This PR. Merging it triggers the first 2.11 publish.

When a newer release branch becomes latest, update the @edgetx_2.12 ref here.

No longer needed: edgetx_2.11 is MkDocs now (#30) and carries the full publish workflow itself.
