Adds an experimental closed-loop SGDM controller. The CPU-only WeightWatcher process atomically publishes completed raw-alpha block means; the TPU trainer consumes only newer completed measurements after step 1000. Each block uses an EMA of raw alpha and multiplicatively adjusts its LR multiplier toward alpha=2, with conservative gain, per-update log-change cap, and hard 0.5–2.0 multiplier bounds. Clipped alpha is never used for control. Controller events/state are logged. The global warmup/cosine-floor schedule remains the LR envelope.
