Fixes #932
Remove the warning overrides for
policy-commitment-retry-same,policy-revoke-new-commitment-signed, andpolicy-otherto restore VLS's default enforcement. Commitment and revocation ordering violations, including commitment-number mismatches, will be rejected.Merge after VLS is upgraded to V1.0+ to include mitigations for the off-by-one sync issues.
