These workflows had no concurrency group, so every new push to a pull request left the older run going. This adds one: a new push to a PR cancels the older run for that PR, while pushes to branches and manual or scheduled runs are never cancelled.

Walkthrough
The CodeQL workflow now groups runs by event type. It cancels in-progress runs for pull-request events, but not for pushes.
777genius/proxykit#13: Updates CI concurrency keys for pull-request and push runs, and describes separate handling for scheduled CodeQL runs.
Merge Risk: Low · up to 109fa
Branch-push workflow runs may be skipped while waiting for an earlier run, so the concurrency key should be unique for non-pull-request events.

Use a unique group for non-pull-request events.
Multiple pushes to the same branch share this group. With cancel-in-progress: false, GitHub still cancels an older pending run when a newer run enters the group. Only the in-progress run is preserved. This violates the requirement that branch pushes are not cancelled. Use github.run_id for non-pull-request events. (raw.githubusercontent.com)
