Subject: [PATCH] Advance sqlite_zstd_vfs pin to bc0aa31

4225728 -> bc0aa31d7264c31e33955ede1d980eaa1889a006 (current
mlin/sqlite_zstd_vfs main). The advance carries the Ruff system-hooks
canary fix (sqlite_zstd_vfs #16), the py310 ruff target-version pin
and the sqlite_web_vfs pin advance to 16072b1 (sqlite_zstd_vfs #17);
transitively the DAG now resolves sqlite_web_vfs at 16072b1 and
SQLiteCpp at c7097405. Full CI is the gate.
