Global fetching doesn't work

I set in setting to refresh pages at every 6 hours, and doesn't fetching in automatic mode. The issue appears from version 0.60.3

Steps to reproduce the behavior:

1. Go to homepage and see the latest refresh was about 2 days ago.

Desktop (please complete the following information):

• OS: Linux
• Browser: Firefox

I think this color should be changed in red when it's in paused.
