Subject: [PATCH] Exclude the generated Grafana plugin config from the RAT
 check

The grafana-plugin module keeps the .config directory generated by
@grafana/create-plugin, plus .nvmrc and an empty .gitkeep. None of them
has a license header, so `mvn verify -Pwith-grafana-plugin` fails the
license-check execution with 22 unapproved files. CI only runs `package`
for this module, so the check never ran there.

Exclude those files in the module's RAT configuration and record the
generated config in LICENSE.
