Subject: [PATCH] Skip noreply and refused email addresses

A Dependabot commit put 49699333+dependabot[bot]@users.noreply.github.com
in the regression mail list. The [bot] part made the parsed recipient
49699333+dependabot, which the server refused, and the resulting
SMTPRecipientsRefused failed the publish stage.

Commit authors whose address contains noreply are no longer mailed, and
a recipient the server refuses is now skipped instead of aborting.
