Need for DPPY repo and doc

By playing with dpctl and numba-dppy I find that I need DPPY documentation and examples for coherent and complete story about Data Parallel Python.

Dpctl and numba-dppy repos and docs are not enough.

I suggest creating a separate repo for DPPY where we will tell full story for XPU programming. Repo would contain documentation, links to relevant projects, examples, Jupyter Notebooks, benchmarks.
