Subject: [PATCH] Exclude bot accounts from the generated release notes

GitHub names the bots dependabot[bot] and github-actions[bot]. The
filter listed them without the suffix, so the notes of v0.1.0-rc2
still showed the Dependabot pull request and a "New Contributors"
entry for it.
